i ran into this issue following the same mission... it persisted for some time, what i found is as long as you have a anything equiped in the special slot ( ie costume basically) it locks your clothing/gear from changing.
my best guess is do to it cosmetically overriding what's equipped. good luck.

If there is anything in the "Special Slot" then you will be unable to access or change anything in any other clothing slot, just unequip any items and it will allow you to access all the other clothing slots.
